Cherry Hill Road Data Center Colocation Terms and Conditions

The Division of Information Technology (DIT) leases data center space in the Silver Spring area of Montgomery County. Known as the Cherry Hill Road (CHR) location, CHR serves as the high security and reliability colocation solution offered by DIT to all campus system owners (Occupant).  

Facility infrastructure and capacity

The University has leased a caged area in CHR with a capacity to house forty (40) cabinets. CHR is equipped with multiple and redundant Uninterruptible Power Supply (UPS) units, generators, and cooling infrastructure for reliability purposes. DIT provides a network connection back to the UMD network infrastructure. 

The cabinets, power, and network connectivity shall be provided by DIT.  Equipment to be installed in CHR shall be mounted into Schneider/APC AR3300 NetShelter SX cabinets.  Equipment must adhere to the following conditions:

  1. While CHR and the DIT cages are secure, equipment installed in a shared cabinet is accessible by other equipment owners within a shared cabinet.  Minimal accommodations may be possible to secure the equipment, but Occupants should not expect that option in a partial cabinet.
  2. All equipment must rack-mount on industry-standard 19”, square-punch rails.  DIT MAY allow for shelf-based hardware based on available space.  The Occupant will be charged for the total RU vertical space occupied.
  3. The Occupant shall provide rail kits for 29” depth between front and rear rails.  Equipment shall not exceed 35” in depth, including power cords.  Oversized equipment may be able to be accommodated based on available floor space for an oversized cabinet.
  4. The Occupant shall provide equipment with two or more power supplies.  Cabinets are equipped with two three-phase Power Distribution Units (PDUs).  PDUs utilize C13 and C19 outlets.  Occupant equipment SHALL NOT install other power distribution hardware.  Occupant equipment MUST be connected to the PDUs servicing that cabinet.  Power cords SHALL NOT connect to other cabinet PDUs.  DIT will assist in those connections to make sure the power is balanced on the PDUs and that the Occupant purchases the necessary power cords. 
  5. Typical network connections to the UMD network are through fiber connections on the equipment.  Copper console connections are available if requested.  DIT will provide switch ports and cabling for those connections.  DIT will consult with the Occupant on the Occupant-provided SFP optics for their equipment.  High-speed fiber connections (25+ Gbps) are possible at extra cost and need to be considered during the consulting/planning phase.  For larger installations requiring internal connections, DIT will work with Occupants to establish those connections. Cable management within the cabinet shall be to the satisfaction of DIT and will not significantly impact the use of other spaces within the cabinet or proper airflow.
  6. Any occupant-provided equipment MUST BE MOUNTED WITH FANS THAT EXHAUST TO THE REAR OF THE CABINET.  ALL AIRFLOW THROUGH EQUIPMENT MUST BE FROM THE CABINET FRONT TO THE BACK.  The site utilizes hot-cold aisles to manage heat.  Any equipment deviating from this requirement will be turned off pending Occupant replacement/remounting. 
  7. Per DIT policy, Occupants are prohibited from using non-DIT network hardware.  Refer to policy IT-20 Operation of Networking Devices and Identity Management Systems.

CHR does not guarantee a defined level of uptime. Unscheduled outages are possible, and scheduled outages might be required periodically for maintenance or upgrade purposes.

Terms and cost of occupancy

The Occupant accepts financial responsibility from the date CHR services become available to the Occupant until the end date of the contract. The option to terminate the contract will be available to the Occupant at the date of contract expiration or renewal between the University and CHR. Changes in the scope of occupancy, and the corresponding change in occupancy cost, can only be made upon mutual agreement between the Occupant and the University.

DIT will serve as the administrative Point of Contact between the Occupant, the University, and CHR. Space and service allocations, both initial and additional, must be requested online using the Request Colocation Space form. DIT reserves the right to deny any initial requests and requests for expansion while recommending alternate solutions. When additional cabinets or space must be provisioned to satisfy an Occupant’s request, DIT will work with CHR to make that provision.  This may delay the installation of the Occupant’s equipment.

All costs charged by the University to the Occupant are based upon a sustainable cost-recovery model. The Occupant and DIT will collectively facilitate the monthly payment transaction process at the time of occupancy. All costs and transactions incurred in the move and installation of equipment are the responsibility of the Occupant unless stipulated between all involved parties outside the scope of these Terms and Conditions.

The scope of occupancy is defined by the physical footprint in terms of cabinets and rack units (RU). Thirty (30) RU or more up to 38 RU defines one full cabinet.  DIT reserves the top four RU for DIT networking equipment. A physical footprint of 29 RU or less is priced per rack unit. Cabinets or additional RU that are reserved for future use are billed immediately upon agreement to the final OneBill contact, regardless of actual usage. Occupants requesting additional space later are not guaranteed space in proximity to the original equipment.  This applies to all installations including full cabinets. Occupants are billed monthly. Funds are automatically transferred out of the designated Workday cost Center on the 15th day of each month.

By contract with the data center, DIT must restrict the total power load per cabinet to 4kW. If the Occupant’s equipment requires more power, the equipment may need to be spread out across multiple cabinets. If the Occupant reaches this power level before filling the available space in a full cabinet, DIT will block off the remaining space in the cabinet as unavailable for powered equipment. The Occupant will still be charged for a full cabinet.  For large installations, the Occupant should consider this when configuring the cabinet layouts.

Facility access and use

As part of the request, approval, and occupancy process, detailed personnel (user) information will be provided on the Colocation Request Form regarding who will need access to CHR. DIT will facilitate the initial access approval process with CHR on behalf of the Occupant. Once the Occupant users are in the CHR access control system, they may access CHR without DIT intervention. DIT will facilitate any changes to the access list. The Occupant shall notify DIT immediately to modify access. DIT reserves the right to audit the access list periodically. Users within an Occupant group who are not periodically accessing the facility may have their access inactivated. CHR access is available 24x7x365.

Facility oversight and communications

CHR monitors the facility 24x7x365, including power, cooling, and physical security. DIT maintains a listserv for communications with all Occupants and will relay notifications from CHR. DIT functions as the communication Point of Contact between CHR and the Occupant. The Occupant is obligated to ensure that DIT is provided with up-to-date contact information from their colleges, departments, and units.

Oversight and management of IT systems

Oversight and management of all hardware and software in the facility is the responsibility of the Occupant. DIT does not support, maintain, or administer systems owned by Occupants. DIT will assist in troubleshooting problems related to the equipment upon request. DIT manages and supports all DIT-owned and provided network switches.

Primary ownership of planning and implementing occupancy rests with the Occupant. DIT supports physical occupancy and network connectivity through collaboration in planning the move and installation, assistance in hardware transport from the facility loading dock onward, infrastructure resource assignments, and rack and cable management.

Liabilities 

DIT will take responsibility for any equipment damaged through the negligence of DIT staff. DIT is not liable for equipment damage related to the facility infrastructure or any actions beyond the control of DIT personnel.

Use of CHR and DIT-managed space and equipment

CHR offers wireless access to all Occupants. Office space is also available for use on a short term first-come, first-served basis. All hardware delivered to CHR must be scheduled in advance with DIT. DIT shall initiate a ticket through the vendor to allow them to receive a delivery. Shipping labels must include the Occupant name and the University of Maryland, not vendor Sites.

The Occupant will need to supply tracking information, anticipated delivery date, and packaging information (i.e., boxes and/or pallets). Indicate if the packages are excessively heavy or large.  The vendor will notify DIT when the package has been received.

Equipment must be unpacked in the loading dock/staging area, transported to the cage space, and installed as a single exercise. No boxes, cardboard, or transport materials are permitted in the data center. Full cabinets may remain bolted to pallets for delivery to the cage. General cleanliness and courtesy are expected.

Security and acceptable use of the facility and equipment

Access to CHR is managed 24x7x365 by CHR security staff. Access is not transferable from one Occupant to another; however, guests can accompany an authorized Occupant following CHR security guidelines. Tours of the building’s infrastructure beyond the DIT cage shall be requested through DIT.  DIT will coordinate the tour with the vendor's staff.

Since the cage space is used by DIT as well as other Occupants, it is the responsibility of each Occupant to ensure that their personnel do not interfere with the operation of other equipment. Occupants are not permitted to use or interact with network, power, and cooling infrastructure outside of their own cabinets. Occupants are not permitted to interact with other Occupant’s equipment, power cords, or network connections within a shared cabinet.  Access under the raised floor and over the drop ceiling is prohibited. Access to other cages or restricted data center facilities is prohibited.

The cage in CHR is accessible only to authorized University of Maryland colocation occupants, DIT support staff, authorized and accompanied guests or contractors, and CHR staff. The Occupant is responsible for determining whether cage level security is acceptable based on their compute mission and data classification. Cabinet-level security (locks) is mandatory. Occupants will have access to their cabinets via a DIT-administered key management system.

VIOLATION OF THESE REQUIREMENTS WILL RESULT IN REVOCATION OF INDIVIDUAL ACCESS TO THE CAGE.  ESCORTS SHALL BE HELD ACCOUNTABLE FOR THE ACTIONS OF THEIR GUESTS.
